Fort Bliss Water Services Company (FBWS)

Built in 1847, Fort Bliss, Texas is one of the nation’s oldest and its second largest military installation, covering 1.2 million acres, and is home to the 1st Armored Division and the 32nd Army Air and Missile Defense Command. In late 2004, the United States Army selected Fort Bliss Water Services Company (FBWS), a wholly owned subsidiary of American States Utility Services (ASUS), as the provider of water distribution and wastewater collection system services through a 50-year utility privatization contract. The first ASUS subsidiary, FBWS staff, through its partnership with Fort Bliss, operates, maintains, renews, and replaces water distribution and wastewater utilities for the base's military personnel.

Utility assets the company owns, operates, and maintains include 1.4 million linear feet of water distribution pipe and 922,000 linear feet of wastewater collection pipe, 33 water storage tanks holding more than 11 million gallons of water, and 11 wastewater lift stations. State-certified operators ensure all state and federal regulations are met for the safe delivery of potable water to customers and the safe collection of wastewater from them. In addition, FBWS is involved in the construction of major infrastructure projects to support the growth of Fort Bliss.

The service area of FBWS includes the Fort Bliss main cantonment and surrounding areas, located near El Paso, Texas, as well as the Dona Ana, MacGregor, and Myers Range Camps in southeastern New Mexico.

With a deep commitment to customer care, FBWS diligently works to protect every drop of water from source to tap, along with maintaining the Fort Bliss wastewater system. As a utility provider, FBWS regularly analyzes its water and wastewater systems to determine what areas need repair, replacement, or new facilities. In addition, FBWS puts a strong focus on water efficiency, with ongoing outreach that helps customers learn how to better manage their water use.

FBWS is honored to provide services that support the roles these military installations play in defending the country and supporting military operations overseas and the 92,000 military, civilian, and family members who live and work at Fort Bliss.
